How can I make my rims stick out past my car

Inch past fender, you'd need low offset, spacers and wide wheels (or any combo of those). Something like 9.5" wheels and 25 offset. I wouldn't recommend it though, as if you're an inch past it'll...

1) Mess up your wheel bearings
2) Throw off suspension geometry
3) Cause tramlining
4) Get a lot more steering feedback
5) Get more torque steer
6) Rub on your fenders like no tomorrow.

get really wide rims, or a high positive offset, or spacers.
High offset sets wheels further in the fender. Low offset makes them stick out.
