No you can not. The dealer has to program the PCM to match the immobilizer code, otherwise the car won't start. I know because I had to replace my PCM, it cost me $120.

Perhaps if you got a matched pair for the PCM and immobilizer as well as the keys that go with it, it might be possible. But I don't really know because I never tried.

If it can code the PCM and immobilizer together, then you should be ok. But if you have Honda HDS, there’s a web server it needs to communicate with to code the immobilization, so it has to be the dealer.
