So i think my tires are a little low on air. I know its the winter time and the average temp here has been about 30 degrees lol. Now i have 18x9" toyo tires and the max psi on them it says is 50PSI. I have them set at about 35PSI now. Is that a safe amount?

Wrong section buddy because this is the F/S section.

Is that 35psi cold or hot?

I adjust my tire pressure with the aid of a laser surface temp reader to acheive a consistent temp across the contact area of the tread.

You have nearly 1k posts, joined April of 2007, and STILL posting in the wrong section..

and yes, you're fine with that but I'd recommend keeping to factory specs reguardless what wheel/tire combo you have

35 is as low as I'd suggest. Keep it there or a little higher IMO. Lower will give you better traction, but will cost you mileage. Higher will get you a little better mileage, but will cost you some traction.
