VSA does not work, but does not have a engine code, lights, and or even cycles throughout the vsa lights on initial start up.

I have a Nebraska rebuilt title Honda Civic SI 2009 sedan, I've been trying to investigate into this issue. I've ran my cheap little code reader with no codes, my abs does work. I posted on the Facebook forums with no help. There was a couple articles on here but it seems like they just gave up trying to figure out the issue. I was told how you know your vsa module is bad and someone took out the led's the abs doesn't work. Please let me know if I'm wrong about that, I was also told that if you have flash pro you can disable it, my car was once modified, but I bought it when it was reverted back to stock. The only thing I can think of is that the ecu was converted to a 06 coupe ecu, which wouldn't even make sense.
