Seal the deal?

I'm in the market for financing a car, my range caps out at $10,000 and I'm able to stretch to 11,12 if necessary but not as comfortably. I'm in the northern Utah/Wyoming area.

I was told this Civic has a modded exhaust and intake, is it worth it, and what should I be asking/looking for when I check it out?

((((New to the forums, so, hi:)))))

Another option I've been thinking about:

Thats not bad but that car has an aftermarket rear bumper.
CAPA rear bumpers tend to have pointy edges where they meet the fender. As you can see, it does not seat flush with the tail light but it overhangs....

You can go lower in price on that car. Most sedans(which are more expensive) are being sold for 6800-7500 with roughly the same mileage.

Here's an 09 civic si with 68K miles for $7800.

I'm sure you can negotiate the price a bit. Print this out and show them this:

Tell them you're negotiating that price but you saw their ad for a car that's closer. If you can grab that one for 7500 then it'd be sweet deal. I mean, it's winter and itd be a hard sell for them.
