Yes, a new SRS Unit (the module located in the center console below the radio) needs to be programmed prior to use. It's VIN based.
If you've been in a crash and the SRS Unit has 'hard codes' stored but isn't physically damaged, it can be reset and it'll be as good as new. This is done for a fraction of the cost of a new SRS Unit plus the cost of programming.
