i was on a budget as well. I went with Skunk2 lowering springs. Cost me about 170 off amazon, 2 day shipping, did it myself (super easy, just time consuming) and saved i believe about 3-400 from what my local shops wanted for the install.

it dropped my car about 2 inches all around and looks great, not too low not stock height (monster trucking:lildevil:) but yea like he said ^ research me friend.

Cheapest to lower would be springs. Would suggest camber arms as well to keep alignment in spec though. You'd eventually spend more on tires than the cost of the arms in the long run if you don't.
