Im looking to buy either an 06 civic sedan or a 09 civic coupe but i heard there engine blocks could crack and both of them are in the effected VIN range. I live in Arizona and this place gets real hot i so assume all the civics with the defective engine block would crack sooner rather than later in this heat leaving all the used ones for sale safe. also considering how many civics were sold, what is are the chances of the engine block cracking?

Very low chance especially since the ones that have cracked have been dead for years. Check both their CARFAX and look for a "Short Block Replaced" service on it. If not, don't pay too much for one (better yet get an 10-11 instead). My 06 EX Sedan with the original 170k block is still going but I live in Ohio where it gets cold.

^^^ Don't be scared to buy one but earlier the model, the bigger chance it can happen but it's very rare. I'm livin life on the edge still servicing my original 2006 R18 knowing it can crack on any time.
