Headlights dim AND non-driver windows do not roll down

2006 Honda Civic, headlights are dangerously dim. I replaced the bulbs: still dangerously dim. The windows, when operated on the driver panel do not rolldown (except for the driver's window) and the other window switches are a mixed bag if they work. I replaced the master switch, nothing changed.

I lump these two issues together because they share a fuse (which I have removed and re-seated) and the new components should be working. Battery is good, at least it hasn't died, and both issues have been occurring for several months, and likely occurred at the same time, but I can't be certain. Any other ideas before I have to take this to a shop?
