that is normal. i wouldn't worry about it... but the car is on warantee so if it makes you feel more comfortable... take it in to get looked at.
when you start the car is should be around the 2000 mark. (thus is called fast idle) the civic has two fast idle stages. the first is approx 2000.... then it goes down to approx 1500 and then down to the normal of 500-800.
fast idle on a cold car is completely normal! i was told that the fast idle also allows your car to build oil pressure which is why you should let it run for at least a min before driving off no matter how cold or warm it is out.
