Mugen GP Tie Rod Kit !?

After some browsing through eBay, I have an auction for a pair of Tie Rod Kit for wider Mugen wheels. The seller stated that the purpose is to forbid the wheels from hitting the tie rods. It fits the Civic Si model. My questions is the Tie Rod Kit, a US Mugen Si only parts? Or is it just a normal Tie Rod from the Civic Si? Is the kit necessary? I have not seem the kit before and I have not heard anyone upgrading to larger/wider, 18's and up, wheels needing a Tie Rod kit. The eBay link is below:

brand new...look at the pic ...all that rust..it was in a flood..lol

..is it for 8th gen model
