Stock wheels are 17x7 45mm offset.

If you go with a wider wheel than that with the same offset, they will stick out more than stock.
If you go with a smaller offset, they will also stick out more.
So you just have to figure out what wheel width you want, then figure out how much clearance you'll still have in order to pick the offset.

I believe the hub bore on the civic is 64.1mm, which means that you have to get a bore larger than that on your wheel, and you probably want to get hubcentric rings to make them easier to line up when they're installed.

And yes, 225/45/17 tires will fit on those 17x7.5's or those 17x8's.

It's safe to assume he's getting 17's since he asked about 17" tires fitting, and also one of his links doesn't even have an option for 18's.

That's Tukai's car, you'd have to ask him :X
(edit... I found the specs in one of his threads.. 17X7.5 45 offset, dropped on Tein S.Techs)

According to Wheel Fitment Recipe - wheel offsets that work
there's a guy running 17x8 42mm offset 235/40-17 (1.4" drop w/Eibach Sportlines) that's not getting any rub or contact issues, so since the prokit is less of a drop than the sportlines, I wouldn't think you'd have any issues.

I have 17x8 +45 wheels and 235/40r17 tires on s-techs, no rubbing problems.

offset is +45, not sure what you mean by "hb"?
wheels are enkei nto3.
+35 will be pretty flush with the fenders whereas +48 will look pretty much the same as stock.
if you run +35 offset I would run a thinner tire like 215/45r17 as you'll most likely have rubbing issued with a wider tire.

I'd say gun metal. Goes better with the FBPs.
