Question about suspicious people/Neighbor hood watch

So im driving home at around 10:30 PMish, and i drive up a street ( with a stop sign like every 50 ft ), and its very dark out because this section of the street has no lights. Anyway, im driving along when i get the crap scared out of me when i see this big thing moving near my passenger window. When i looked again it was a man in a black trench coat im guessing about 6'2"-6'4"ish walking in the middle of the street basically.
It freaked me out at first, and the man seemed pretty suspicious so i circled around the block and came looking for him again. This time i saw him sort of "creeping" around in a strange way around peoples lawns, i flashed my headlights and drove off. This happened like around the corner of my house. So i was wondering, if i report the suspicious activity to the police, will they come to my house? I'm asking this because i have reported strangers before but in those incidents i saw the people more then a couple blocks away from my house, and the police showed up at my house so i could explain to them what happened. However, i don't want them to come by my house for this incident since the weirdo is so close to my house. If i told them this would they still come to my house?

No, call 911 and have them transfer you to a non-emergency dept or get the number from them. It's usually posted on all emergency vehicles

South San Francisco Website - Crime Prevention The number under Contact Us is a direct line to the police station closest to where i live.I'm going to let them know =)
