I can't tell if this is photoshopped or not, but there is an article about it:

inch neck and weighs 282 pounds.

Definetely Photoshopped. The shadows don't match on the dog and the owner, the dog is at a much higher resolution than the owner who looks blurry (the dog came from another image), and the leash is in an odd spot. It looks like it's going towards the dogs belly, and most leashe's go around a dog's neck.

Knew it was fake before the link was posted. A few days ago, I was flipping through the channels and Oprah Show caught my eye. It was the worlds biggest + smallest dog together.

Umm... no if you look closely you can see the leash is going to his collar, and the shadows match up perfectly... this is real.... it doesnt look photoshoped at all if you have half a brain, I'm not saying that the dog is the biggest in the world I'm just saying this photo is real....

That shit is PSd- you can see it quite clearly actually. Look harder
