Do you mean to ask what the purpose of VSA is in general, or the button allowing you to disable it?
VSA is a stability control system. It helps guard against losing control of the vehicle...it tries to prevent spinouts, rollovers, etc, by applying brakes selectively at one or more wheels, and by modulating the throttle. In other words, when you push the car to the limit, the car takes over some or all controls but the steering. More advanced stability control systems do this gradually and subtly, so you barely even notice their activation.
Stability control systems are, by necessity, conservative: They activate sooner than they absolutely have to. So, if you're on the racetrack, or daredevil enough that you want to drive fast on the street and think you can handle your car in that narrow margin between VSA and "ohcrapohcrapohcrap (crunch!)" without killing anyone, you'll want a button that allows you to disable VSA.
