Illegal (most likely)... any race header or true high flow cat will trip your CEL for a P0420 (catalytic efficiency below threshhold)... I say MOST LIKELY... because the way inspections works here in this area (and most major cities in Texas), if your CEL does not come oon, then you pass! Typically, you would have to reset the CEL and then drive for 70 miles to bring all of the emmisions systems back to a "ready" status for the inspection... if the CEL comes on quicker than that, you fail inspection.

If you use a defouler that should eliminate any CEL that you might get. I'm new to TX, but if all they do is an OBD test and don't take readings from the exhaust, I'd go with a deleted cat with a defouler to trick the CEL.

Read up on that defouler.... it only works ~50% of the time... and the CEL can come back on at any time... :) I used one with my Subaru and the header/high flow cat I had (a nice Random Tech HFC... not some cheap ass Ebay jjunk)... the CEL would go away for HUNDREDS of miles, then suddenly reappear. The defouler does NOT garantee you to be CEL-free.
