Call Xbox live support to talk to them. They may even let you roll over your existing account.

The number is on your xbox manual, or you can get it by searching the xbox.com site. Same support for xbox live and the 360. They will just ask which account you want to talk about.

I'm in a similar situation. Honestly I have not found a way to remove my father's credit card from my XBOX Live account.

I just ended up adding my card and told Live to default to it, then just changed all the information around on his card and waited for it to expire. So now it is effectively useless anyway.

If you find out how to actually permanently remove a card I'd love to hear how.

I'm pretty sure the only way around situations like this is to call the number.
