Someone explain what this is does

That site looks terrible in Safari.. but I still dont see what you're talking about. I dont feel like navigating through a site that looks like that either . What kind of product are you looking for? There are a few different coilover systems that allow you to change the dampening levels if thats what you're looking for.

They are the rear adjustable spring mounts ... they are parts required to make a Mugen N1 Coil-over package

Mugen parts for C/O package - all sold separately
-Damper Kit (Dampers only)
-Springs (4)
-Front lower mounts (Different mounts for different Camber settings)
-Rear Spring mounts (what you are asking about)

2 reasons
1: Because the mugan spring is a flat ground coil and it needs a perch to sit on.
2: To adjust your ride height.
