Question, Can you answer it?

If I had a set of Tein S.Tech lowering springs that were for the Si, would there be any reason that they would not fit on my LX?

Yes, because:
  1. Si shocks and springs differ from those of an LX
  2. You should never replace a spring without replacing the shock as well because the shock will eventually blow.

They will fit, but the shocks are valved for a less "aggressive" bound/rebound.

Short answer. Yes.

Long answer. Check Tein website to see if they produced a different set for EX/LX than Si. Not sure if they went that far into the engineering, but if they did then there may be different spring rates. If the site states Si/EX/LX or just 2006-2008 Civic then put them on. If not, then all up to you.
