Tokio has theirs out because they put thier valving in an OEM Showa/Sunbury dampers body/case. I'm sure koni could just as easily to this but I'm guessing they want to make a shorter damper inorder to retain as much suspenion travel on a lowered car as possible. Inorder to make a shorter damper, they need to make the whole damper from sractch. Which requires a lot R&D and tooling.
