I was thinking of going into the Navy a few years ago, after I graduated college. I decided against it, since I would make a whole lot more in the private sector. I have a BS in chemical engineering, and was looking at the Navy's nuclear sub program (entering as an officer). But, I found a g/f who didn't want me on a sub with a bunch of guys for months at a time, so that ended my fiasco.

It's based on rank and years of service. Jobs that have special skills or are hard to attain usually get incentive pays or big bonuses. Officer's that have special degrees like a doctor for example, get special pays and more rank upon entering the service.
We have chemical engineers where I work since an engineering degree is required to be an officer in my careerfield. Our Captain has a Master's in Mechanical Engineering and the Air Force payed for his entire tuition through Ohio State University. Not only did they do that but he attains rank at an accelerated pace.
As far as making 70k a year. You have to look at the military basic pay chart with some scrutiny. Remeber basic pay is just that base amount that you get that does not include housing and food allowances. If you live off base you could earn another 10 - 20k a year to pay for house payment and bills. That doesnt include free medical coverage for you and your family plus all the tax free benfits, discounts, and bonuses, etc.
