im a graphic design major...know more illustrator than photoshop..however, first your going to convert the image to black and white, than your going to play with the levels..once you have it how you like, it looks like the girl was cut out from the picture and placed over a pattern custom designed by the person who made that...the pattern has an opacity to it, and the layer underneath is the green...you can than place her on the top most layer, select her eyes and make them the same green as the bottom layer...hope this puts u on a path towards getting what u want!

you got make it black and white first.....copy that layer....variations and give the pic a green aspect...and when you get the desired effect and colour...you select the eyes on the green layer...and cut away the rest....you are now supposed to have the green eyes now...and as for the rest...i think that the designer used glass brushes to make that effect around the girl...and if he wuz using brushes...he would have used three colours...black green and gray maybe a little white too........it's a whole lot easier as it looks....i can take this pic and make one right now...

i used a gradient......on 2 different layers added some filer effects and that's about it....and about the circuitry it's a brush...so i don't know what you exactly wanna know....

its a technique called brushing, its really useful at times, heres some tutorials:

its really confusing and i had to read like 4 tutorials just to figure it out, but it teaches you a lot of advanced photoshop skills that will make you a ton better, making sigs pretty much taught me photoshop even though in it self its a completley useless skill. i really recommend it to anyone wanting to learn photoshop.

after you learn it you have all the skills to make stuff like the picture above and you can make goofy sigs like these
