If you don't have photoshop you can open the pics in MSN paint.

Go to image then stretch/skew.Play around till you get the size you want.

Certain programs will do that for you without any problems: Resize your pictures for the 8th easily...

I've never used them personally, so I don't know if you can adjust it to not lose a bunch of quality.

I use photobucket. You can upload a full size image and choose what size to resize it to. I always choose "message board"

www.imageshack.us will resize it to a dropdown full of sizing options. Just pick a size and it'll make it for you.
