Please Help Me!!!!!

I need some help. I cannot photoshop to save my life and i have seen on here some people who do some amazing jobs. I have asked my girlfriend to marry me and she said YES!!! Well.......her mom needs some pictures of me from when i was a kid and i only have one. The picture is damaged and i was hoping that someone can help me fix it. So whoever can help me I would truly appreciate it. Here is the picture. Also can you make it bigger for me, i'm dumb when it comes to this.

You have to at least scan it in a MUCH larger resolution, that resolution is way to small to do pretty much anything with
