Are you talking about the Canon EF-S 10-22mm f/3.5-4.5 USM? That one would be a faster lens than the Sigma which is f/4-5.6. I would definitely go with the Canon EF-S in this case much better lens for a similar price.

Sigma is a 3rd party lens and camera company. They make and design their own lens and make them compatible with other cameras, in this case Canon. However this same lens can be bought for Nikons and I think Sony/Minolta as well. On average you'll get a better lens by sticking with whoever makes your camera but in some cases the 3rd party lenses can be just as good.
