What is this blue thing?(pics)

ok is this blue clip just a mount for the engine harness? or could it be a ground? I need some help!
upper left corner or pic. right by battery and intake

its a wire tie that slides over a bolt to hold the harness in place.
nothing required, but its just used to keep the wires from swinging around.
