gear down shifted and rpm hanged at 3000.

Question guys, this was the second time this happend to me on the same hill. The hill is pretty steep and as i was going down hill i released the gas and then i noticed that the engine down shifted, which is normal, but as i gently applied some break and so on it down shifted again and raised the rpm at 3000. at that time i wouldnt have cared if the rpm constantly dropped but it was actally hanging at 3000 even when i wasnt applying any gas. Is this normal because the hill was very steep and kept the motor running? It was just weird because i tried breaking and pressing on the gas to change gears but it was stuck on the same gear until i reach the bottom of the hill. by the way i have an AT EX. Also is it ok to put the car in neutral as i press on the break? or is that bad for the car?

Most likely the electronic throttle and engine control unit? The car is sensing how fast to regulate itself based on the angle of descent, gas pedal position, car speed, engine speed etc. Seems normal to me, especially when it happens in the same spot.

its engine braking in a lower gear for you. Its part of the grade logic in your transmission. Don't shift into neutral. The car is actually saving your brakes and its not wasting anymore gas (it would be using more gas in neutral than at any rpm going down a hill with your foot off the throttle).

Also, don't drive in neutral. It's dangerous! You need to have the engine connected to the wheels at all times for drivability and maneuverability.
