Hfp Si Rear Lip Question

Someone who has put on a HFP rear lip, i need to know...

Does the black part on the rear lip come off, like is able to come off by unbolting it some how.

The reason is my car is getting repaired, and the black part was not there, and im not sure if they cut it off, or they just unbolted it to paint the rear bumper easier.

to clarify, on the rear hfp lip the whole lip is one color and where the exhaust is, its black, So is the whole rear hfp lip one piece or possibly 2 pieces.
