If the wheels have just been rotated, then I would start diagnosing the issue by either reversing the order and seeing if it goes away or jump straight to balancing it.
What was the interval you waited in order to have them rotated? It's possible the tires have some serious tread wear and now that you've rotated, it'll shake.

Vibration issues at high speeds are susally due to balance. Your alignment has to be WAY off for it to cause a vibration.
This is a very common problem, it's just more pronounced on the civic since the suspension is so stiff. It's less noticable on a car with softer suspension. |
