Head restraint positioning

Hey all,
I've had my 07 Civic Sedan since about October. I'm loving it so far. But there's a problem with the headrests. I've done searches, and I know people find them uncomfortable and want to switch them but I couldn't find anything on this problem:
EDIT-- I think the headrests just don't require the button to be pushed in order to be moved up. It seems like in other cars, it is required to push the button to move the headrest at all. There's something about this "loose-ness" that bothers me-- both my driver and passenger headrests do this--- do yours? Locking from going down but still able to move up at any time, without the button pushed.
