Is this normal?

New 2007 Si. Just over 1,000kms (600 miles).

When I get to 6,000 RPM there is a loud rev noise as VTECH kicks in that fades away as revs keep rising. I have had VTECh before and there was never a loud VTECH kick-in noise....

I believe they changed the engagement point to make it feel "sharp," so that might be what you're hearing. My old GSR was fairly smooth and even in engagement at 4400RPM and it was the secondary intake runners at 5800RPM that made the most noise. You couldn't really feel it.
