High Beams will not flicker(flash)

Okay when the head lights are on i can push the headlight controller forward and my High beams will turn on and stay on... when i pull it twords me its supose to flash my high beams... well it does not... All i have are HIDs hard wired into the factory low beam harness... nothing els is wired up to the factory Lighing system.... does anyone have a sugjestions.....

check ur fuses and bulbs coz the high beams are dual filament bulbs and even if they stay on and not flciker the bulbs can be bad!
