Melted Wire Sheilding Help

Hey, it's starting to get super cold up here in Manitoba, Canada, and I finally figured it was time to plug in the car for my late night shifts at work so that i don't kill the engine evey night. My plug in cord wasn't hanging out the front grill or visible at all so i had to fish around for it, and popped the hood to follow it from the inside. Well i got it now, and this is what i found.




The shielding on the actual wire itself doesn't look to have been damaged, though i can't completely tell because there is melted plastic stuck to it.

When i found the cord, it was lying against the thing i pointed to in this picture,



some kind of bar, (Pic's of the R18 Engine compartment, catalytic converter is in the top right for reference.) I don't know exactly what it is, or if it's supposed to get hot, or if it even melted the cord, as the cord can move around a bit, anyone know what it is?

So anyways, think it's serious enough to get it checked out, and possible get a new one from honda? or should i just electrical tape it up.

I would definitely take it back to the dealership. Even though it might not be messed up...what if is? After they fix it I would wire-tie it up somehow out of the way to prevent this from reoccuring.

This is not a common problem is it?
