Hook up on body work?

So I was out x-mas shopping this saturday and ended up getting a nice "rub" from a VW passat on the drivers side of the rear bumper. The bumper looks to be fine as it prob popped back into shape after the incedent. But the paint came right off (another rant all together about poor paint quality on these cars). So my main question is if anyone has any hook ups for body work in socal (san diego area). The reason being that I don't think the woman driving the car was completely at fault, I was half way out of my spot when I saw her but she did not see me and kept going into my car. I want to try and make her pay for half the cost to get this fixed but kinda don't expect it to happen. Any help/advice welcome...TIA

Did it gauge the bumper or just missing paint. May be easier to get a new painted bumper, not sire how much they run?

I don't see any plastic missing, just missing paint. I will call the dealership and check on the bumper but I would think it would be expensive as F**K
