I think painting will cost alot for what you get.
If I were you, buff out the top part real good, then use some touch up paint (any white honda color) for some protection to the deep scratches. After that, get JUST the rear lip to cover up the deep scratches. |

is it black paint from the other car on the bumper, or is the bumper actually gouged - as in black from your bumper is showing through.
if it is paint from the other car - rubbing compound will most likely take it all off. If that's your own bumper showing through - that really does suck. this guy had one of the best scratch repair posts I've ever seen and now his images are down at the moment of typing this.
