It looks the same as 16 to me.

the bottom part of 16 is different.

nvm, just looked it up myself... I believe it to be:
91506-S9A-003 CLIP B, BUMPER

So i went to the dealership today to buy a clip and also decide to figure out where the mysterious B-46 is and the clerk told me it's clip 35 in the picture,
it's circled out because it's connected to another section of the car (the bumper) Hope this helps anyone.
