gnarled back end of frame?

So i was getting prepped to install my new exhaust today (skunk2), was pretty pumped and had the garage set to go...Decided to eat dinner beforehand so i could tackle it on a full stomach, my brother asked if he could get things going by jacking it up and putting the jack stands on, i saw no harm seeing as he's jacked up plenty of cars.

I come out 10 minutes later after finishing it up, car's on the ground and he's looking pissed, apparently he set the first jack stand right on the very back of the frame edge (WTFFFF), to describe better you have the notched areas you're supposed to jack it up on, he did it along that same line, but so far back that it was right against the mudflap, well apparently he said when he went to let floor jack the car came right down on the floor jack and wedged it in between the tire and the mudflap.

He said he was able to pull the jack stand right out from between the wheel and mudflap, and that it wasn't tight or anything.

Verdict is no damage at all to the tire, but the frame near the very back looks gnarled, the mudflap still sits completely fine and from the side you can't see a thing, but when you look underneath it's all gnarled.

Any advice on different substances i could use to bond this up, looks aren't an issue since it's completely underneath, i just don't want this gnarled piece of gunk that's attached to the outer frame getting worse.

I'll try to get some pics tomorrow, too tired/mad at the moment

little update, calmed down and felt around underneath a little more, appears the very end of the "rail" of the frame is bent a bit, this gnarled part is the plastic-like gunk they have lining the entire bottom of the frame, i'm wondering if i should try to get this bent straight or leave it be

Wow...your brother is a dumbass! there should be jack mounting points under the car,did you not tell him or did he not know about them? or not see them or something??!?!

i wouldn't let him touch my car with a 12 foot pole...

yep, live and learn i guess, i'm just wondering if this small dent in the very rear of my frame needs addressed (don't want rust developing etc.)

also wondering how i should tackle fixing this.....if i'm going to fix it at all

I'd leave the bend as is, no use possibly making it worse by trying to straighten it out. But I'd definately get some sealant on it to keep the exposed metal from rusting.
