Weird glare from only one HID.

So... I got my ebay fogs (very nice) and HID 5000k kit from Xenon Depot installed last night.

Everything went well, thanks to the multiple DIY threads on this forum and some help from Anubis. When I went out for a drive, though, I noticed the driver's side headlight beam was literally pointing up and to the left at the tops of the trees across the highway. I parked the car on a dark street, and when I stepped in front of the car I see:

1.) Passenger-side headlamp has almost no glare, looked almost like stock Xenon reflector housings.
2.) Driver's side headlamp is pretty darn bad, worse than when my Acura Legend had been hit in the front and the headlight was pointing up.

Is the difference in glare due to the Halogen stock beam pattern design? I figured it'd at least be relative to the stock pattern with the HID's (i.e. right headlight aims higher, left aimed a little lower.)

My problem is: I don't think aiming the left headlight will really do anything. I haven't gotten flashed yet, but it can't be the best for oncoming drivers. I am completely confused here as to how the higher-aimed headlamp isn't as bright as the lower.

Is this normal for a PnP?
Does this sound like a flaw in the HID kit?
Is there anything I can do to fix the problem aside from Retro'ed housings (which, at the earliest is going to be more than a year)?

my 70$ ebay kit does NOT do that, it works perfect everytime

Well, this isn't a once-in-a-while thing, the glare is constant. After driving 150 miles so far, it hasn't provoked any flashes or obviously PO'ed drivers.

I would make sure that the bulb is seated properly in the housing. From what it sounds like either the headlight is not aimed properly or the bulb is not correctly installed in the housing.
