So ive been looking at it some more and are the two harnesses not supposed to be conected to each other? Is the harness ot the lights stays on the outside and then the other harnesss is on the inside and they dont conenct to each other?

i believe they don't connect to each other...the harness for the fogs on the outside connects to the pin connector behind the washer fluid...and the harness for the interior connects to the wire underneath the steering wheel dash...

There is a wire that is factory-installed to be used for the fogs, running from the fuse area (inside) to behind the coolant reservior (behind the bumper).

That was confusing for me too.
