Question on OEM fog light install

Sorry if this is a repost but why does the instructions tell you drill the holes with the template on the bottom of the bumper? What purpose do these serve? No where in the instructions does it say and we installed fogs on my cousins car without the holes. Is that going to be problem?

They are used for adjusting the aim of the light.

the holes are for aiming your fogs.........but i have installed the fogs 4 or 5 times on civics and never needed to aim them
