are those authentic philips d2s 4300k bulbs?

Hello,

The rebased 4300k kits are if you plan on using your stock headlights. The D2S 4300k kit is if you are planning on doing a retrofit. Yes, all 4300k capsules are genuine Philips.

Yes, the philips LVQ 212 ballast's feature a built in igniter.

They aren't oem unlike the xd kit which is oem phillips.
