I have Lowbeam 55W Apexcone HID's. The ballasts themselves are amazing. I have had prolumen's before and they don't even come close. The ballasts themselves have integrated igniters and the bulbs warm up to full colour very quickly. The ballasts are also super quiet. Not even a buzz.

As far as putting HID's in your highbeams...that is such a bad idea I cannot even tell you what a waste of money that will be. Our cars run our highbeams as daytime running lights at a lower voltage. If you try running an HID bulb at lower voltage, you will probably blow the bulb or drastically reduce its lifespan. Not only that, but when you flash people, you are putting more stress on the bulb which will lead to bulb failure.

I don't know about halos, but I don't know why you would want them on your car in the first place. They are super rice and really only look good on BMW's.
