HIDS or PIAA bulbs for fogs?

I know that HIDS are more brighter than the PIAA bulbs, but I have seen HIDS on fog lights, and they look way too bright if you also have HIDS for your low beams. Would PIAA bulbs have enough light to make it look good and have just enough brightness? PIAA bulbs seems cheaper and also a little more safe for other drivers

i have nokya bulbs in my OEM fog housing right now and i'm very disappointed with how dim they are. So when my new retro headlights arrive i'm putting in an hid kit for my fogs 4300k to match my retros.

The link below is Tim's install of hid in his OEM housing and he said its much better as it it produces Minimal glare i think because of the glare cylinder shield around the fog housing but a bit to reflect off road signs which is a major plus for me!!
