I would describe it as a filter that you put over your lens that basically makes everything darker. Contrast and saturation increase. You can see the most notable difference when you're taking pictures where the sky is prominent. Its effect using Photoshop can be done up to a certain point, but having a polarizing filter definitely makes things easier.
