Panel Missing under Steering Wheel (Normal???)

I bought a preowned honda civic 06 LX from a honda dealer. It looks like there is a cover panel missing under the steering wheel, right on top of the brake and gas pedals. The fuses and the underneath of the steering wheels can be seen if one bends down. MY dealer says, it's designed that way but I still don't beleive. Do all of the 06 CIVIC has it? Help me out.

I think the earlier 06's had it, but when I bought my 06 EX 4DR brand new (bought it mid 06), it was also missing that panel and I asked the dealer the same question. He told me that Honda stopped installing them.

Weird. My 06 EX sedan has one. Maybe it's a sedan/coupe difference?

Maybe it just depends if the dealership installs it themselves? If it bothers you so much, I'm sure they can get the part for you. If they try to charge you, tell em to kiss your ass.

Mine is a LX sedan 06 civic and it doesn't look nice underneath. what if some fluid starts dripping? Probably i'm just overreacting. I just wonder why would honda not cover it. I don't see any reasons not to cover it.

LOL

fluids will not leak. Don't get too paranoid over it.

After all if fluid did leak, I'd rather me be able to see it, then the cover stop it and cause more damage.

No cover FTMFW!!!! lol

Cost cutting. They did it in some pretty obvious places this time around.
