HFP Rear Installation

Does the back bumper really need to be cut in order for the HFP kit to fit on it?

If you have a Sedan it needs to be cut, if you have a coupe you're good.

If I were to hand a Honda Dealership my car to install the rear, would they cut it? I was reading the instructions on how to install and it says to cut.
