on one side underneath you will need to cut the plastic to separate the airbag from the lid. im not sure if u can put it on the new one without cutting though. im repainting my lid right now and plan to epoxy the plastic back together when i put it back in. hope that helps and yes all u need is the cover.

go through insurance. it wasn't your fault so your insurance wont go up. get it done properly i would hate to know my passenger died because i cheeped out and didn't do it right. just my opinion.

its not that hard to do and there is nothing wrong that u can do. i looked at my lid last night and i believe its flexible enough for when u slide the airbag cage into the new piece it should slip right in just do one side first and then force down the other(maybe use some lube?) should not need to cut the new piece. you'll be fine to do it yourself.
