i never knew wut it was and i hear about people gettin them alot. what is a test pipe?

It's a pipe that replaces your catalytic converter.

Hell no. It's generally about as legal as punching a baby kitten in the face. There's a very stiff fine for not having a cat on your car.

arent test pipes sometimes bad because it can mess wit your o2 sensor

not really the same problem catless race headers have is the same issue that will come up with a test pipe.
