Permaplate (paint renewal)
Well, when i bought my car they put permaplate on it and i also purhcased like 5 reapplications of it. Now, if anyone is familiar with it, my questions is will the reapplication (apparently, they apply it with a buffer) take out the spider web scratches i have and will it take out the buffer swirls somebody left when they did a crappy buffing job?

Odds are, this product is just a fairly typical paint sealant at an extremely inflated price. The dealer may do a light polish prior to application of the permaplate that would remove light marring. Your best bet is to ask your dealer what they will do.
