so the 18' DR-08 should weight about 19 or so. and the stock Si wheel weighs i believe 21lbs or so?? correct me if i'm wrong.

New line, moves slow for me, for them not sure -- I would think 38 is a good amount.

I just found out they are 40 offset, 5mm spacers may be required, although from my past experiences 40 usually fits almost all hondas without big brakes.
